“Who Am I To Disagree…”*

To the celebration of 2200 years of Tashkent in 2009 the authorities and its more or less not well-thought orders made the population think about their future in this country: if it’s safe or not?

The visit of militia lieutenant early in the morning forced me to think if I’ve done something wrong with the law, or maybe they (SNB – National Security Service, ancestor of KGB in USSR) found out my blogging activities within Neweurasia.net… That minute I wished not to be a blogger and imagined that I’m not Mansurhon of Neweurasia.net but ordinary student of the university and can convince the officer to believe my “holy lie”. The more I tried to calm down the less I believed in my “truth”.

Thanks God, it wasn’t because of my anti-authority’s activities childish criticism. The documents he had were about some agreement between me and local authorities on the behalf of the state. So, after deep breath and realizing there’s nothing yet dangerous for me I can explain what was the reason.

Because of the 2200th anniversary of Tashkent all the residents of Tashkent living at main central streets cannot dry their washed clothes and have to declare it in the agreement [presented to me by lieutenant] by signing it.

If the first point isn’t clear enough because if I haven’t got another place and source to dry things after laundry at balcony, then where should I do it and who will pay for my discomfort if I can’t use my own apartments, which also includes balcony, the second reason seems well-thought on that background. The decision to make the capital clearer is excellent and restrictions of not putting garbage anywhere but to dustbin or to special places was met by me only in a positive way, moreover, with sincere applause. That was the second point of so-called “agreement”.

The violations of these rules, i.e. if “attentive social and militia workers” notice them, will bring to the administrative punishment of 5-10 (depending on the violated point of the “agreement”) minimal salary.

As always, the government used the carrot (drying clothes) and stick (saving cleanness of the capital) policy which seems to be supposed and accepted by people commonly as a positive step for the well-being of Tashkent and its residents.

But what should one do if there is no place to dry clothes and if the clothes are hung in the yard could be stolen? Should one cut his apartment area for living [even it’s 15 square meters] and create drying room at home? What a stupid decision and what a blind fervor of state authorities to show them loyalty and looking forward to be granted a compliment from them in future for the benefit of themselves only!

Confuses are continuing in our state and no one can protest against it freely to express dislike and dissatisfaction. That’s the historical period we have to pass with firmless as we did 70 years during Soviets rule. Afsus… (in Uzbek, “unfortunately”)

    very stupid decree and very stupid reaction of people. for how long u’ll be blind and siable to express you opinion, ha?
